All land owned by the United States in North Dakota that lies inside the boundary described in the law is set aside as a public park called Theodore Roosevelt National Park. The park contains exactly 49,153.79 acres, more or less, and is for the use and enjoyment of the public. The Secretary of the Interior may, if he chooses, build and keep up a road or highway through the park that connects to a State or Federal highway.
