To get a grant for a Center, an organization must send an application to the Secretary and get it approved. The application must include a 5-year plan with goals tied to the Center’s main duties. The Secretary will approve the application only if it promises to meet the Secretary’s Center standards; use data-based planning to reach the goals; work with a consumer advisory committee on the plan and yearly reviews; align with state-level Council and system goals when possible; review and update goals each year; use federal grant money to add to, not replace, other funding; protect the legal and human rights of people with developmental disabilities; try to raise other public and private money; have a qualified director and enough staff time for each core function; and inform the State legislature and the State’s Members of Congress about the Center’s work. The consumer advisory committee must be majority people with developmental disabilities and family members, include representatives from protection and advocacy, the State Council, self-advocacy groups, and related community groups, reflect the State’s racial and ethnic diversity, and meet at least twice each grant year. Supplemental grants need a separate application under rules the Secretary sets. All applications must go through peer review panels (including people with disabilities and family members) before approval; panels may do site visits and the Secretary can waive review in exceptional cases. Federal funds normally cover up to 75 percent of project costs, or up to 90 percent for projects serving people in urban or rural poverty areas. Each Center must send the Secretary an annual report on goal progress, money spent, needed goal changes, and other funds raised.
