A rail carrier must build, keep up, and run a switch to connect a branch line or a private track to its railroad, and must provide cars to move interstate shipments without favoring anyone, when the connection is practical, can be done safely, and brings enough business to justify it. If the carrier refuses, the branch owner or shipper can ask the Board to investigate, hold a full hearing, decide the safety, practicality, and payment, and order the carrier to comply.
