Temporary or indefinite competitive-service federal employees (not overseas limited appointees or jobs above GS‑15) can become career employees if they meet four things: they complete at least 3 years in the job with no break longer than 30 days; they pass a suitable noncompetitive exam; their agency recommends conversion and tells the Office of Personnel Management that their last 12 months of work were satisfactory; and they meet OPM’s qualifications. If they reach 3 years but don’t meet those requirements, the agency must end the appointment within 90 days. Time in the military counts toward the 3 years if the person returns to the job within 120 days after leaving under honorable conditions. The Office of Personnel Management can make rules to carry this out.
