Private-Sector Partnerships for HBCUs

The order creates a White House Initiative to increase the private-sector role (including foundations and employers) in strengthening HBCUs by improving institutional planning, fiscal stability, financial management, and upgrading infrastructure and technology. It also directs private-sector involvement in providing professional development opportunities for HBCU students aimed at jobs in technology, healthcare, manufacturing, finance, and other high-growth industries.

Support for Affordability and Campus Upgrades

The Initiative will work to promote student success and retention at HBCUs by addressing college affordability, degree attainment, campus modernization, and infrastructure improvements. The order also calls for sharing best practices across HBCUs and convening an annual White House Summit on HBCUs.

Increase Federal Funding Access for HBCUs

The Initiative will support implementing the HBCU PARTNERS Act (Public Law 116-270) and will work to improve HBCUs' competitiveness for Federal research and development funding. It directs collaboration with the Department of Agriculture and State governments to address barriers to accessing Federal funding and encourages States to provide required State matching funds for 1890 Land-Grant Institutions.
