Two-Year 'Qualified Test Reactor' Timeline
The order defines a “qualified test reactor” as an advanced reactor that the Department of Energy may feasibly have operational within 2 years after a substantially complete application is submitted. The Secretary must issue guidance on what counts as a qualified test reactor within 60 days of May 23, 2025.
Expedited DOE Approval Process Deadline
The Secretary must revise Department and National Laboratory regulations, guidance, and procedures within 90 days of May 23, 2025 to significantly expedite review, approval, and deployment of advanced reactors. The expedited procedures must enable qualified test reactors to be safely operational at Department-controlled facilities within 2 years after a substantially complete application is submitted.
Pilot Program Approving At Least Three Reactors
The Secretary must create a pilot program to approve at least three reactors for construction and operation outside the National Laboratories. The goal is for each approved reactor to achieve criticality by July 4, 2026.
NEPA Reform and Environmental Review Speedup
The Secretary must take action to reform Department NEPA rules no later than June 30, 2025 and use all authorities, consistent with law, to eliminate or expedite environmental reviews for reactor authorizations, permits, and approvals. The order specifically authorizes creating categorical exclusions and relying on supplemental analyses or alternative NEPA procedures where appropriate.
Department Assistance Teams and Project Prioritization
When an applicant files a substantially complete application for a qualified test reactor, the Secretary must set up a team from the Secretary's office, National Laboratories, the Office of General Counsel, and other relevant Department entities to assist and expedite processing. The Secretary must also prioritize qualified test reactor projects for processing, consistent with law.
