Importers: Request Review of Your Special Duties Now

This notice tells you when and how to request a review or join the annual update list, with deadlines to watch closely. Acting on time could affect how much money you pay or get back on imports.

Miss July Review Deadline, Pay Deposit Rate

If Commerce does not receive, by the last day of July 2025, a request for an administrative review of the listed orders and periods, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess antidumping or countervailing duties on those entries at a rate equal to the cash deposit required at the time of entry, and will continue to collect the cash deposit previously ordered.

PMS Allegation Filing Deadline

If you want to submit a particular market situation (PMS) allegation under section 773(e) of the Act, you must file the PMS allegation and supporting factual information no later than 20 days after you submit your initial Section D responses. If Commerce finds a PMS exists, it will modify its dumping calculations accordingly.

Respondent Selection Uses CBP Import Data

If Commerce limits the number of respondents for individual examination in an administrative review, it intends to select respondents based on U.S. Customs and Border Protection (CBP) import data for the period of review. Commerce will release the CBP data under an Administrative Protective Order within five days of publication of the initiation notice and will decide respondent selection within 35 days of the initiation Federal Register notice.

Annual Inquiry Service List Update Required

Commerce will update the annual inquiry service lists for the listed orders and suspended investigations; interested parties have 30 days after the date of this notice to submit new or amended entries of appearance in ACCESS to be included. Petitioners and foreign governments that submitted an entry of appearance once will be automatically added to the updated annual inquiry service list in subsequent years.
