Two‑Year Compliance Extension for Listed Plants

If your chemical manufacturing facility is one of the stationary sources listed in Annex I, the proclamation exempts it from the section 112 aspects of the HON Rule and extends each HON Rule compliance deadline by 2 years beyond the original dates. During each 2‑year extension, the facility remains subject to the emissions and compliance obligations that applied before the HON Rule.

Keeps Critical Chemical Supplies Flowing

The proclamation says the exemption protects domestic chemical production that supplies medicine, national defense, semiconductors, and other critical inputs, reducing the risk of supply‑chain disruptions.
