Faster Launch and Reentry Approvals
If you run a U.S. commercial space operator, the Federal Government will streamline commercial launch and reentry license and permit approvals to increase launch cadence by 2030. The Secretary of Transportation is directed to use authorities (including 51 U.S.C. 50905(b)(2)(C)) and to expedite or eliminate environmental reviews under NEPA, including creating or relying on categorical exclusions.
Part 450 Rules Reexamined and Changed
If you build or operate launch or reentry vehicles, the Secretary of Transportation must reevaluate, amend, or rescind Part 450 of 14 CFR to decide which rules can be waived or made inapplicable. The review specifically addresses waivers for vehicles with flight termination or automated flight safety systems, hybrid vehicles with FAA airworthiness certificates, expanded reliability conditions for reentry, and removal of requirements that are not closely related to launch or reentry.
Spaceport Development Reviews Streamlined
If you develop spaceports or related infrastructure, the Secretary of Commerce will evaluate State compliance under the Coastal Zone Management Act (16 U.S.C. 1458) within 180 days and may recommend revoking State approvals; agencies must align and eliminate duplicative review processes and expedite environmental and administrative reviews. Agencies are also directed to coordinate new NEPA categorical exclusions for spaceport development and to consider Endangered Species Committee applications under 16 U.S.C. 1536(e).
Process for Novel Mission Authorizations
If you propose novel space activities covered by Article VI of the 1967 Outer Space Treaty but not clearly governed by current rules, the Secretary of Commerce must, within 150 days, propose an individualized authorization process that includes a definite timeline for grant or denial and clear requirements for applicants. The proposal must solicit feedback from affected agencies and is intended to expedite authorizations for activities not covered by existing frameworks (not including human spaceflight).
