Stockpile 6‑Month API Supply for 26 Drugs

Within 30 days the ASPR must produce a list of approximately 26 drugs judged especially critical, and, subject to available funds, the ASPR must ready the SAPIR repository within 120 days and obtain and place a 6‑month supply of the active pharmaceutical ingredients (APIs) for those critical drugs into the SAPIR no later than 30 days after the repository is certified ready.

Preference for U.S.‑Made APIs to Spur Domestic Production

When filling the SAPIR, the ASPR shall obtain a 6‑month supply of needed APIs with a stated preference for domestically manufactured APIs, and the order notes that Government purchases to fill the SAPIR can encourage more domestic API production.

Update 86‑Item List and Plan Second SAPIR Repository

Within 90 days the ASPR must update its 2022 list of 86 essential medicines and provide a plan to obtain, store, and maintain a 6‑month supply of APIs for drugs on the updated list (if not already covered by the 26 critical drugs), and that plan must include a proposal and cost estimate for opening a second SAPIR repository within 1 year of the order.
