U.S. Seeks Ideas to Revamp Africa Trade Deal Before Deadline

Published Date: 4/29/2026

Notice

Summary

The U.S. wants your ideas to update the African Growth and Opportunity Act (AGOA), a trade deal that helps African countries sell goods to America without extra taxes. This update aims to boost jobs, protect security, and create fair trade as some countries grow and change. If you want to share your thoughts, send them by May 15, 2026, so the government can make smart decisions before AGOA’s current rules expire at the end of 2026.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

AGOA Reauthorized Through End of 2026

AGOA has been reauthorized through December 31, 2026, with the reauthorization made retroactive to September 30, 2025. This preserves duty-free treatment for certain products from designated sub‑Saharan African beneficiary countries until December 31, 2026.

Possible Tightening of AGOA Eligibility

USTR is asking for comments by May 15, 2026 on whether current AGOA eligibility criteria are too numerous or too broad and whether new or more specific objective criteria should be added. Changes to eligibility or "graduation" rules could affect which countries (and thus exporters) qualify for duty-free access under AGOA.

Comments Sought on Critical Minerals & Reciprocity

USTR invites comments by May 15, 2026 on using AGOA to improve the resilience of U.S. supply chains for critical minerals, to ensure trade preferences benefit the United States and beneficiary countries (not third countries), and on options for upgrading relationships including bilateral trade agreements. These topics could shape future trade terms and market access.
