Big funding for dams and irrigation

The law adds major money for large water works. LaPrele Dam can get up to $90 million; $60 million comes from the reserve, and federal funds must be used first. Goshen tunnels can get up to $41.81 million; $20 million comes from the reserve. Eden Valley irrigation gets up to $351,000 (25%), with the sponsor covering 75%. It also authorizes the Upper Bluff Pump Plant pipeline ($713,500) and directs a land‑swap study to improve public access at LaPrele. Unused reserve funds tied to these big items revert on July 1, 2032.

Bigger backstop for project overruns

Sponsors can now borrow up to 50% of construction cost overruns at 4% interest. The state adds $8.6 million to the rehab contingency fund, with another $2.9 million available if more money moves into Account II. The commission may also move $4.2 million from Account I to Account II to support these needs. Unused contingency funds revert on July 1, 2028.

More state help for local water lines

The law boosts state grants for several local drinking water projects. Examples: Sheridan Upper Road Main up to $2,206,750 (50%); Lander Well and Pipeline up to $1,914,458 (67%); South End pipeline up to $3,717,430 (67%); Big Horn South up to $405,000 (50%); Hoback Junction up to $274,450 (50%); a pump station project up to $11,962,300 (59.5%). For Broken Wheel Ranch, the grant cap is $913,050 (49.4%) and the sponsor share rises to 50.6%. Unused money for these projects returns on their listed dates, often July 1, 2028 or July 1, 2030.

Cloud seeding only if partners pay

The state authorizes a 2025–2026 ground‑based cloud seeding project with an $862,143 budget. Operations cannot start until other Colorado River basin users or parties commit to cover at least 100% of actual operations costs.

More time to use water funds

Several projects get longer to spend their state money. Ethete Water Supply and Arapahoe Pipeline now revert on July 1, 2026. Gillette Regional (2017) now reverts July 1, 2026; Phase V and Enterprise Canal Lining now revert July 1, 2027. Middle Piney Reservoir now reverts July 1, 2027 (to Account III). Alkali Creek Reservoir now reverts July 1, 2026.

Small water fixes get micro grants

The state creates a $3,000,000 small projects program. Total grants are capped at $1,500,000 across all projects. Each project can get up to 50% of costs, but no more than $35,000. The commission can pay up to 50% of eligible monthly expenses. Projects on public lands need manager certification, and decisions are exempt from the state APA.

State Engineer staff and tech funds

The law funds one full‑time State Engineer position through June 30, 2026 with $156,320. It also provides $148,000 to update the North Platte River accounting system, reduced dollar‑for‑dollar if the 2025 budget bills fund the same work. Both appropriations revert on June 30, 2026 if unused.

Cheyenne utility may acquire test wells

The commission can transfer two Belvoir test wells to Cheyenne’s utility if it is in the public interest. Cheyenne must reimburse at least $218,000 in predevelopment costs, pay for property, and assure construction, operation, and maintenance. The transfer must follow state and federal law.

Old water program rules repealed

The law repeals W.S. 99‑3‑303(b)(iv)(A)–(E) and W.S. 99‑3‑2903(f). These sections are no longer in the water development statutes.
