AN ACT relating to the prioritization of cease and transfer projects for municipal solid waste facilities; authorizing expenditure of previously appropriated funds; establishing a prioritized list of projects; establishing a maximum amount to be expended on projects; granting the department of environmental quality limited discretionary authority to modify the prioritized list; specifying expenditures for a carcass management project; providing definitions; requiring reports; repealing a prior priority list of cease and transfer projects; and providing for an effective date.

Small grants for carcass disposal gear

Any municipal solid waste facility operator can seek the priority 1 carcass project funds. Money can only pay for gear or work to haul, bury, or compost dead animals. Total spending for this project is capped at $77,303.

State funds 14 local waste projects

The state authorizes previously approved and other program funds for 14 named solid waste projects. Each project has a listed cap that covers 100% of its cost, including any State Loan and Investment Board award. Examples include Newcastle (transfer) $1.2 million, Uinta County–Bridger Valley (closure) $4.0 million, and Park County transfer station equipment $351,000. Spending cannot exceed each project’s cap. This new priority list replaces the 2024 list.

Environmental agency can reorder waste projects

Wyoming’s environmental agency can change the order and dollar amounts for projects on the list. It can do this for efficiency, project readiness, grant or loan compliance, or to handle urgent environmental problems. By October 15 each year, the agency reports any changes to the Joint Minerals, Business and Economic Development and Joint Appropriations committees and lists carcass project recipients and amounts.
