CTE block grant formula updated

The state updates the block grant model for CTE. The vocational CTE component equals 0.29 times the district’s CTE ADM. Districts also receive $9,428.77 per FTE vocational education teacher for equipment and supplies. These figures apply beginning July 1, 2025.

New CTE supplies money for schools

Beginning July 1, 2025, the state creates a dedicated fund for CTE supplies, materials, and equipment. Starting in the 2025–2026 school year, the Department of Education pays each district $14,184.68 per FTE high school CTE teacher; if a school has under 2 FTE, it gets $28,369.36. Amounts may be adjusted by the external cost adjustment for educational materials. The state notifies districts by October 15 and pays by February 15 each year. Districts must spend these dollars only on CTE supplies, materials, and equipment and report how they used the money. Districts must also report prior‑year FTE CTE teachers in grades 9–12 using state guidelines and certified teachers; this does not require hiring full‑time staff. The law appropriates $4.99 million for July 1, 2025 through June 30, 2026 to support these payments; any unspent money reverts June 30, 2026.

Old CTE funding clauses repealed

Effective July 1, 2025, the law repeals W.S. 21‑13‑309(m)(v)(D)(III) and a related 2011 Attachment A item. This cleans up older rules and aligns them with the new CTE funding model.

Two-year CTE grants with guardrails

The law offers two‑year CTE demonstration grants to districts. Grants can be up to $150,000 in year one and up to $200,000 in year two. Separate CTE equipment and supplies grants also remain available. A district cannot receive both grant types at the same time. For equipment grants, a district must first spend all CTE supplies money it already generates (including the new 21‑13‑338 amount), using the last five years of spending and its special reserve to show this. Preference goes to districts that have not had an equipment grant in the past five years, and the state notifies applicants by August 15. These grants are extra and do not count toward a district’s foundation program amount or the 21‑13‑338 amount, and awards depend on legislative funding. After two years, state help for a demonstration project ends except for the base block grant and the 21‑13‑338 amount.
