The state funds major school projects in Campbell County School District #1. It provides $14,473,224 to build a transportation (bus) facility. It adds $20,000,000 for design, site work, construction, and demolition for a new high school. Beginning March 15, 2026, it adds $130,884,528 for high school construction and related demolition. These funds stay available until the project is finished, and any unspent money returns to the public school foundation program account. The School Facilities Commission must approve any demolition and include it in the district facility plan.
The state sets aside $11,711,428 to cover unanticipated costs for the listed projects in this law. These contingency dollars can pay for cost overruns or surprises on those specific school projects only.
Up to $13,400,000 of prior, obligated capital funds are reappropriated to cover inflation on commission‑approved school projects. These dollars do not revert, cannot be moved to other uses, and cannot change a project's scope or design. The School Facilities Commission must report how the money is spent.
The state provides $29,832,716 for component-level major maintenance at 17 listed K–12 schools across Wyoming. The money must be used for the specific projects named in the law. Students, families, and school staff benefit from safer and better-maintained buildings.
The School Facilities Division and Commission must study whether the State Construction Department should directly manage all major repair and replacement spending. The study covers projects funded from July 1, 2022 to June 30, 2026. Findings, recommendations, and any needed law changes are due by October 1, 2025, and then every October 1 through 2031, to the Joint Appropriations Committee and the Select Committee on School Facilities.
The State Construction Department must send monthly reports on spending, progress, and any schedule changes to key legislative committees and the Governor. The department should use the estimated deployment schedule to guide spending, but the schedule is not binding. Appropriations are not guaranteed entitlements, and the Commission must spend to get adequate, efficient, and cost‑effective buildings. Each project’s appropriation stays available until completion; any unspent, unobligated money then goes back to the public school foundation program account.
