The state provides $69.2 million to cover district entitlement payments and special education reimbursements. The funds are available July 1, 2025 through June 30, 2026 and cannot be used for other purposes. The amount is reduced dollar-for-dollar if 2025 SF0001 or 2025 HB0001 already fund the same items, and unused money reverts on June 30, 2026. Another $84.4 million for district entitlement payments is authorized only if 2025 SF0069, 2025 SF0153, or 2025 HB0169 becomes law. If triggered, that money is available in the same July 1, 2025 to June 30, 2026 window and then reverts.
Starting with the 2025–26 school year, the state updates the cost rates used to fund districts. Professional and nonprofessional pay factors rise 8.5%. Educational materials rise 1.067%, and energy falls 6.285%. The law also provides $52.3 million for this external cost adjustment from July 1, 2025 to June 30, 2026. That amount is cut dollar-for-dollar if 2025 SF0001 or 2025 HB0001 also funds this, and unused money reverts on June 30, 2026.
The law creates a 12-member committee to recalibrate how Wyoming funds schools. Six senators and six representatives serve, with one minority member from each chamber. The committee studies the block grant model and virtual school funding, and can hire expert consultants. The Education Department, other agencies, school districts, and the state data committee must provide any data it requests. $920,000 pays for consultants and committee travel through June 30, 2026; unused money reverts. Members are appointed by March 31, 2025, and the committee ends on February 9, 2026.
The law takes effect as soon as it becomes law under the Wyoming Constitution. That is the default date unless another section sets a different date.
