The law exempts people who only do natural hair braiding from Wyoming’s cosmetology rules. Braiding means twisting, wrapping, weaving, locking, extending, or braiding hair by hand or with simple tools like combs, clips, crochet hooks, rollers, thread, and beads. It allows minor trimming and making or lacing wigs and the use of conditioners, gels, oils, and pomades. It does not include dyeing, chemical straightening or curling, or chemical bonding like tape, keratin, or fusion bonds. Braiding is treated as separate from barbering, hair styling, and cosmetology.
A salon owner can require a private certification for anyone who braids hair in that salon. Braiders who work there may need to pay for and keep that certification. This is optional for the owner and is not a statewide license. Independent braiders outside a salon remain exempt from cosmetology licensing.
The law takes effect immediately under Article 4, Section 8 of the Wyoming Constitution. The natural hair braiding rules are active now.
