Political subdivisions cannot invest in stocks until the state board adopts the required policies. The state treasurer and the state loan and investment board must take all steps needed to implement the law. Most of the law is already in effect, but the stock investing authority starts on July 1, 2025.
Beginning July 1, 2025, the state treasurer and local governments can invest public funds in corporate stocks. They must follow investment policies set by the state loan and investment board, which will mirror existing public fund rules. Political subdivisions that invest must create an investment advisory board. Any gains or losses stay with the government entity that invests. These stock investments are exempt from some older limits, giving more flexibility but also more market risk.
