Beginning July 1, 2025, your agreement must clearly say you can end it by returning the item in good repair. You must pay any past-due rent at the end of a rental period. Reinstatement and pickup/redelivery fees cannot be higher than the cap the state banking commissioner sets by rule. The required "Notice to Consumer" must be bold 10-point on paper or boxed and clear online. The law also clarifies these rules cover items shown mainly for rental-purchase.
Beginning July 1, 2025, you can sign rent-to-own agreements online or in an app. Merchants can list items on their websites, apps, or through third-party retailers. You may choose to get required notices by email if you give written consent after a clear request. After you are three business days in default and have not returned the item, the default notice may also be emailed if you consented.
Starting July 1, 2025, an independent third-party retailer location (store or site run by someone else) is treated separately from your own place of business. Your place of business is your Wyoming store or your online presence, not a third-party retailer. Merchants licensed as of July 1, 2025 are treated as licensed statewide through December 31, 2025. You must list independent third-party retailer locations separately for licensing.
Most of this law takes effect July 1, 2025. Sections 3 and 4 take effect immediately when the bill becomes law. The state banking commissioner must issue rules to carry out the law, including definitions, consumer notices, and fee limits.
