Budget safeguards for wildfire funding

The state may deposit up to $20 million back into the stabilization reserve to repay prior borrowing by June 30, 2025. It reverts $152.23 million to the budget reserve by April 1, 2025. Any remaining money does not revert before June 30, 2027. Amounts in this act drop dollar‑for‑dollar if the 2025 budget bills fund the same items. The act is effective now, but certain sections do not take effect if those budget bills become law. Those are the new loan program, the energy‑fund reversion, OSLI staffing, the Wildlife Trust funding, and one 2024 repeal. The law also repeals two 2024 session sections tied to wildfire funding.

Low-cost loans for wildfire recovery

The state offers 2% loans for wildfire and some disaster recovery. Use them to restore grass and hay, replace fences, fix irrigation and structures, and prevent invasive weeds. Terms are up to 20 years with collateral. Subordinate liens are allowed. You must first seek insurance or other aid, or show you do not qualify. The trust board recommends; the State Loan and Investment Board approves. Total loans are capped at $100 million. No new loans after June 30, 2027. Interest you pay goes to the state; principal repays the reserve. OSLI keeps records and reports by October 15 each year.

Grants to restore grass and habitat

The law puts $49.48 million into the Wildlife and Natural Resource Trust for wildfire recovery. The trust gives grants to conservation districts, weed and pest districts, and the Game and Fish Commission. Money pays to replant grass and hay, control invasive plants, and restore habitats on lands hit by fires. Funds are continuously appropriated and restricted to these uses.

Stronger wildfire response and funding

The law expands the State Forester’s authority to set rules, hire staff, and pre‑position crews. It also sets standards for private fire contractors and supports local fire training. The state restores $22.26 million to suppression accounts for 2024 fires. It adds $2.75 million and 1 full‑time and 4 part‑time fire response positions. These funds are restricted to wildfire use and do not lapse at year end. From July 1, 2025 to June 30, 2026, the Governor may borrow up to $30 million if forestry funds run out and must report right away.
