You can opt out of third‑party access when you sign or renew a network contract. The carrier must list all third parties in writing and keep an online list updated every 90 days. You must get at least 30 days’ notice before a new third party uses your rates. Third parties must follow your contract and show the source of any discount on payment statements. Their discount rights end when your network contract ends. If you ask, the carrier must give you a copy of the contract within 30 days. The carrier cannot cancel or refuse to contract with you just because you say no to third‑party access. If access was granted in violation of the law, you are not required to perform services. You cannot lose these protections unless you knowingly and voluntarily waive them. These rules apply starting July 1, 2025.
Plans cannot make virtual credit cards the only way to pay you. If a plan starts or switches you to virtual cards with your consent, it must tell you the fees for each method, explain other options, and give steps to pick a no‑fee option. If you opt out of a payment method, your choice stays until you opt back in or sign a new contract. A plan that uses the federal electronic payment standards cannot charge a transmission fee unless you agree. A dentist agent may charge reasonable NACHA‑related fees for bank, transaction, data, or portal services. These rules start July 1, 2025.
The law defines who and what it covers, including contracting entities, dental care providers, dental care service plans, third parties, and virtual credit card payments. It lets carriers share access with affiliates and same‑brand licensees and requires a public affiliate list. The rules apply to contracts entered on or after July 1, 2025; older contracts are not changed. The Wyoming Department of Insurance must write rules to carry out the law.
