On June 30, 2028, and at the end of every two‑year budget after that, the state moves extra general fund cash into the legislative stabilization reserve. The transfer equals the unobligated, unencumbered general fund balance above the amount set in W.S. 9‑2‑1012(e). This creates an automatic savings rule to help the state handle future budget shocks.
Beginning July 1, 2026, the state ends the budget reserve account. On that date, the auditor moves all money left in that account to the general fund. Any unspent obligations that were charged to the old reserve are now paid from the general fund. From July 1, 2026 forward, any reversions, accrued revenues, repayments, and interest that once flowed to the reserve now go to the general fund. The law also repeals the old statutory pieces tied to those reserve deposits. The auditor must report the transfer amounts to the Joint Appropriations Committee by October 31, 2026 and again by October 31, 2027.
