The law changes how performance pay is figured for two groups: staff under the State Treasurer’s plan and staff paid under the Wyoming Retirement System and deferred compensation program. It uses a three‑year window of annual investment returns. For payments earned in fiscal years 2022 through 2025, pay uses the arithmetic average of the current year and the two prior years. For payments earned in fiscal year 2026 and after, pay uses the geometric average of the same three years. The change takes effect July 1, 2025. Depending on return swings, pay can go up or down.
