Beginning July 1, 2025, resort and resort hotel liquor licenses carry an annual fee set by the local board between $500 and $3,000. If you also own a winery or microbrewery permit and a liquor license, you pay no extra fee beyond your standard retail, restaurant, bar and grill, resort hotel or resort license fee.
Beginning July 1, 2025, local boards can issue a resort hotel liquor license. To qualify, the resort must be worth at least $5,000,000 including land, have a full‑service restaurant open in regular hours, at least 20 short‑term rooms, room dining for 12 hours daily, and meeting space for 50 people. These resort licenses do not count against the population‑based cap on retail liquor licenses. The law also treats resort hotel license holders as “licensees” under state liquor laws.
Starting July 1, 2025, resort and resort hotel licensees cannot sell alcohol for off‑site drinking, except under a catering permit. A resort hotel licensee may serve from any location within the licensed, contiguous property. It may sell an unopened liquor or wine bottle to a registered guest age 21 or older for use on the property. All dispensing areas must meet health and fire rules and are open to inspection. Food and beverage service may be contracted or subcontracted, but the licensee remains responsible for violations. Contractors or subcontractors may use the license as allowed by W.S. 12‑4‑403(b).
