Most of the law takes effect immediately after enactment under Wyoming’s constitution. The gold‑and‑silver investment rules in Section 1 begin January 1, 2026.

State fund to hold gold and silver

Starting January 1, 2026, the state treasurer keeps at least $10 million in gold and silver (specie) in the Permanent Wyoming Mineral Trust Fund. The treasurer may also invest in precious‑metal leases or in bonds that pay in precious metals when market conditions warrant. The treasurer can hire established precious‑metals firms and experts, and must get financial disclosures before any contract. These steps diversify the fund and protect capital, while hiring experts can add administrative costs.
