Eligible institution — A college that has a qualified teacher preparation program and is one of several specific types: Part B institutions; Hispanic-serving; Tribal Colleges or Universities; Alaska Native-serving; Native Hawaiian-serving; Predominantly Black; Asian American and Native American Pacific Islander-serving; or Native American-serving nontribal. A group (consortium) of these colleges can qualify. A partnership with another college is allowed only if the required center of excellence is located at one of the listed institutions. Scientifically based reading research — Research done in a careful, systematic, and unbiased way to produce valid knowledge about how reading develops, how to teach reading, and reading difficulties. It uses experiments or observations, strong data analysis that tests the ideas, measurements that work reliably across people and times, and it must be accepted by a peer‑reviewed journal or approved by independent experts through a similar review.
