Preliminary 18.97% Duty on GARMCO

The Department of Commerce preliminarily found countervailable subsidies for Gulf Aluminum Rolling Mill B.S.C. (GARMCO) covering January 1, 2024 through December 31, 2024 and assigned a net countervailable subsidy rate of 18.97 percent ad valorem. These are preliminary results published July 13, 2026 and could lead to duties being applied to imports from GARMCO if finalized.

Cash Deposits When Finalized

When Commerce publishes the final results of this review, U.S. Customs and Border Protection (CBP) will be instructed to collect cash deposits for shipments entered or withdrawn from warehouse for consumption on or after the date of publication of the final results. Company-specific cash deposits will equal the company-specific rate from the final results (rates below 0.50% are treated as zero), and if both producer and exporter have rates, the higher rate applies; otherwise the single assigned company rate applies.

Duty Assessment Timing and Holds

Upon issuance of the final results, Commerce will direct CBP to assess countervailing duties on appropriate entries covered by this review. Commerce intends to issue assessment instructions regarding GARMCO no earlier than 35 days after publication of the final results, and if a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the period for seeking a statutory injunction has expired (within 90 days of publication).

6.44% All-Others Cash Deposit Rate Continues

Commerce stated that the cash deposit rate for all other producers and exporters of the subject merchandise from Bahrain will continue to be 6.44 percent (the all-others rate established in the original investigation) until further notice. That 6.44% rate applies for cash deposit collection on entries where a company-specific rate is not assigned.
