Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021
Sponsored By: Representative Costa, Jim [D-CA-21]
Became Law
Summary
Ties the semipostal stamp's end and oversight to actual sales and formal congressional notice. This law reauthorizes the United States Postal Service semipostal stamp for the Multinational Species Conservation Funds and replaces the old six‑year authorization rule with an end date linked to when all printed stamps are sold and Congress is notified.
Show full summary
- USPS must sell every copy it prints of the Multinational Species Conservation Fund semipostal stamp and must notify Congress once all printed copies have been sold.
- Congress gains a clear notice requirement. The law names four committees to receive that notice: the Senate Homeland Security and Governmental Affairs Committee, the Senate Environment and Public Works Committee, the House Oversight and Reform Committee, and the House Natural Resources Committee.
- Budget rules are preserved under PAYGO. The Act requires that PAYGO scoring use the latest "Budgetary Effects of PAYGO Legislation" statement submitted by the House Budget Committee chairman before the vote, so the program's fiscal effects are measured under that framework.

USPS must sell all conservation stamps
The law keeps the Multinational Species Conservation semipostal stamp on sale until USPS tells Congress all printed copies are sold. USPS must sell every stamp it printed under this law. USPS must notify four committees: Senate Homeland Security and Governmental Affairs; Senate Environment and Public Works; House Oversight and Reform; and House Natural Resources. It removes the old six-year minimum term. This change applies as if it took effect the day after the 2013 reauthorization became law.
Budget impact set by House statement
For Pay-As-You-Go rules, the budget effect of this law is set by the latest "Budgetary Effects of PAYGO Legislation" statement for this law. That statement must be filed in the Congressional Record by the House Budget Committee chair before the final vote. This rule takes effect upon enactment.
