Summary

Transfers the Crossett Experimental Forest to Arkansas and protects its research and education mission. The bill would require Arkansas to request the conveyance within 180 days, after which the Secretary of Agriculture would convey all United States right, title, and interest by quitclaim deed without payment and subject to valid existing rights. The State must designate the land as the "Crossett State Forest", manage it under Arkansas law for forest research, education, and demonstration, and provide reasonable access to the University of Arkansas at Monticello and the University of Arkansas Division of Agriculture. The State would pay all conveyance costs and may agree with the Secretary on minor boundary corrections. If the Secretary finds the State has not met the management or use requirements and the State fails to fix the problem within 180 days after notice, the land or the affected portion may revert to the United States. The transfer would not be a major Federal action under NEPA and section 306108 of title 54 would not apply.

Transfer of Crossett Forest to Arkansas

If enacted, the bill would let the State of Arkansas receive full title to the Crossett Experimental Forest if Arkansas sends a written request within 180 days after enactment. The conveyance would be by quitclaim deed and without payment, but Arkansas would pay all conveyance costs, including surveys and administrative costs. Arkansas must name the property the "Crossett State Forest" and manage it for forest research, education, and demonstration, and must provide reasonable research and education access to the University of Arkansas at Monticello and the University of Arkansas Division of Agriculture. The Secretary could set other protective terms, allow minor boundary fixes, and would not treat the transfer as a major Federal action under NEPA. If the Secretary finds Arkansas failed to meet the management or use requirements, the Secretary would give written notice and Arkansas would have 180 days to fix the problem; uncorrected failures could let the land or affected portions revert to the United States.
