Designs must feature Tubman on at least one obverse and include standard inscriptions. The Mint will sell coins in uncirculated and proof qualities and set prices that cover face value, a surcharge, and production costs. All surcharges are paid to the Friends to support Memorial maintenance and educational programs, and the Treasury must recover design and issuance costs before any surcharges are disbursed.
