Faster Payments to Veterans' Survivors Act of 2022
Sponsored By: Representative Pappas, Chris [D-NH-1]
Became Law
Summary
Faster payments of veterans' life insurance benefits. This law shortens how long the Department of Veterans Affairs waits to confirm alternate beneficiaries and pay out National Service Life Insurance and United States Government Life Insurance benefits, and it orders the VA to find and pay hard‑to‑locate beneficiaries.
Show full summary
- Families and survivors get quicker access to money. Designation and payment timelines are now within 1 year for the first category and within 2 years for the second category for both NSLI and USGLI, and the rule covers deaths on or after two years before enactment.
- Heirs and estates face clearer rules on who inherits when no beneficiary is named. The law ensures insured people can name and change beneficiaries and sets a priority list: surviving spouse; children and descendants by representation; parents; executor or administrator; then other next of kin under domicile law.
- The VA must find and pay undisbursed benefits faster and report progress. The agency will improve website search tools, do outreach, beef up searches and staff, aim to disburse all undisbursed funds owed as of enactment within two years, and report to congressional veterans committees within 180 days.

Faster VA life insurance payments
The law speeds up VA life insurance payouts under NSLI and USGLI. Deadlines drop from 2 years to 1 year, and from 4 years to 2 years, for deaths on or after the date two years before enactment. If no one is named, VA pays in this order: spouse; children (and their descendants); parents; the estate’s executor or administrator; then next of kin. An insured can name or change beneficiaries at any time, under VA rules. VA must improve search tools, outreach, and record checks and assign staff to find unpaid beneficiaries. VA aims to pay all amounts owed as of enactment within two years, with a progress report due in 180 days. Contested or disputed claims are not included.
How this law’s budget is recorded
For PAYGO reporting, the law uses the latest statement titled "Budgetary Effects of PAYGO Legislation" that was printed in the Congressional Record before the vote on this bill. This applies only if that statement was submitted before passage. It does not change your taxes or benefits.
