Ban on Russian nuclear fuel imports
Starting 90 days after enactment, importing unirradiated low-enriched uranium (LEU) from Russia, or made by a Russian entity, is banned. The ban also blocks swaps, exchanges, and separative work contracts that try to get around it. DOE can grant a waiver, after consulting State and Commerce, only if no other LEU source can keep a reactor or a U.S. nuclear company running, or if it is in the national interest. When a waiver is granted, total authorized imports are capped at 476,536 kg (2024); 470,376 kg (2025); 464,183 kg (2026); and 459,083 kg (2027). All waivers end no later than January 1, 2028. Commerce enforces the yearly caps under the Suspension Agreement with minimal burden on industry. The ban does not cover DOE imports for national security or nonproliferation, or non-uranium isotopes. These provisions end December 31, 2040.
