Sponsored By: Representative Fry, Russell [R-SC-7]

Became Law

Summary

Grant transparency requires federal competitive grant notices to publish how applications are are judged and scored. It also standardizes what application data agencies must report.

Show full summary
  • Federal agencies must include the evaluation and selection criteria and any rating system in each notice of funding opportunity. They must disclose if they use a weighted scoring method and the weight for each criterion.
  • The Office of Management and Budget will create common data elements so agencies report the number of applications and the city and state of each submitting organization. That makes application counts and applicant locations comparable across programs.
  • The law takes effect 120 days after enactment and does not apply to notices issued before then. No additional funds are authorized to implement these requirements.

Grant notices must show scoring rules

Grant funding notices must explain how applications are judged. They must list the rating system, all criteria, and any score weights. It covers competitive grants from executive agencies, not GAO. This law does not override grant rules already set in statute. It starts 120 days after enactment and does not change earlier notices.

Standard data on grant applications

OMB sets common data fields for reporting on grant applications. Agencies must report how many applications they got. They must also list each applicant’s city and state. This starts 120 days after enactment. No new funds are provided; agencies use existing budgets.
