Funding to carry out court changes

The law authorizes Congress to appropriate "such sums as may be necessary" to carry out these judiciary changes. It does not set dollar amounts; Congress must pass later spending bills to provide the money. This authority is effective upon enactment.

More permanent federal district judges

The law makes certain existing district judgeships permanent under 28 U.S.C. 133 and updates the official counts. It converts judgeships previously authorized under the 1990 Judicial Improvements Act and the 21st Century DOJ Authorization Act, and current judges keep serving under the new authority. Authorized counts now are: Alabama - Northern 8, Middle 3, Southern 3; Arizona 13; California - Northern 14, Eastern 6, Central 28, Southern 13; Florida - Northern 4, Middle 15, Southern 18; Hawaii 4; Kansas 6; Missouri - Eastern 7, Western 5, Eastern and Western 2; New Mexico 7; North Carolina - Eastern 4, Middle 4, Western 5; Texas - Northern 12, Southern 19, Eastern 8, Western 13. These changes take effect as of this Act’s effective date.
