Veteran Improvement Commercial Driver License Act of 2023

Sponsored By: Senator Fischer, Deb [R-NE]

Became Law

Summary

Eases how branch campuses qualify commercial truck driver education for veterans' education benefits. It creates an exemption that lets a branch use the primary school's state license and the same approved curriculum to qualify for veterans' benefits, as long as the school files annual reports proving the curricula match. The Secretary of Veterans Affairs must set those reporting rules within 180 days and may deny exemptions after consulting the Department of Transportation, including checking a provider's Federal Motor Carrier Safety Administration Training Provider Registry. Programs become eligible 180 days after those rules are issued.

More VA-approved CDL training sites

The law lets licensed branch campuses offer VA-covered commercial driver training if they use the same approved curriculum as the main site. Schools must file a yearly report to show the curriculum matches. VA can deny an exemption and may check a provider’s status in the federal training registry. VA must set the reporting rules within 180 days of enactment. The new rules start 180 days after VA issues those rules.
