Sponsored By: Representative Rivas, Luz M. [D-CA-29]
Introduced
Summary
Broaden participation in undergraduate STEM research. This bill would reauthorize and reshape the National Science Foundation's Research Experiences for Undergraduates program to prioritize students from limited-opportunity institutions, strengthen mentorship, and require longer-term outcome tracking.
Show full summary
- Students: It would prioritize undergraduates with limited or no prior STEM research experience and require that at least half of participants at each summer REU site come from emerging research institutions, minority-serving institutions, junior or community colleges, primarily undergraduate institutions, institutions near rural communities, or EPSCoR institutions. The program would track participants for at least three years after degree completion.
- Institutions and mentors: Grants would go to colleges, nonprofits, and consortia to fund site coordination, student travel, housing, accessibility, mentor and student stipends, faculty supplements, mentor training, and professional development. The Director may fund mentor workshops and provide supplements to enable participation by mentors from limited institutions.
- Program rules and accountability: The bill adds detailed definitions for campus types and student categories, creates a common application and shared assessment criteria, supports an alumni web platform, authorizes outreach and interagency coordination, allows private donations, and requires a report to Congress within four years.
*Authorizes $100.0 million per year for fiscal years 2027 through 2032 to carry out the expanded REU activities.*

More paid research for undergraduates
If enacted, the bill would authorize $100,000,000 per year for NSF REU grants for fiscal years 2027–2032. NSF would set up competitive grants for colleges, nonprofits, or consortia to run summer and academic-year undergraduate research sites. Grants would pay student stipends or salaries and could cover travel, housing, accessibility, and conference presentation costs. At least 50% of students at each summer REU site would be recruited from institutions with limited research opportunities. Awards would require tracking participants through degree receipt and for at least three years after. The NSF Director would be allowed to give faculty supplements, accept private donations to add funds (not supplant), and coordinate with the Departments of Energy and Defense.
Definitions for the undergraduate research program
If enacted, the bill would add clear definitions for terms used in the REU program. It would define who counts as an emerging research institution, EPSCoR institution, minority-serving institution, first-generation college student, junior or community college, nonprofit, and an REU site. The bill would also reference existing statutory definitions for STEM and other terms to guide who is eligible and how the program is run.
