9–8–8 and 9–1–1 Integration Act

Sponsored By: Representative Balint, Becca [D-VT-At Large]

Introduced

Summary

Integrating 9-8-8 into 9-1-1 and improving dispatcher responses is the bill's main goal. It would create a federal panel to recommend training, transfer rules, assessment tools, and data standards so callers in behavioral health crises reach appropriate care.

Show full summary
  • People calling 9-1-1 for a mental health, substance use, or co-occurring crisis would be routed to crisis care when appropriate. The panel would recommend using standardized assessment tools such as LOCUS, CALOCUS, and the ASAM Criteria to evaluate needs.
  • 9-1-1 and 9-8-8 dispatch personnel would get recommended training and staffing protocols. That includes cultural competency, implicit bias training, and procedures to recruit or designate staff with specialized experience for rural and underserved areas.
  • A diverse panel of clinicians, EMS, law enforcement, 9-1-1 and 9-8-8 dispatchers, members of underserved communities, Tribal representatives, and veterans would develop data standards and coordinate with SAMHSA and other federal agencies. The panel members would serve staggered five-year terms and must update recommendations at least every five years and report findings to Congress.
