Show full summary
  • Ukrainian children and families: It would fund efforts to locate, rescue, and rehabilitate abducted children and to create a centralized database to preserve evidence and assist reunification. It authorizes at least $15 million per year for these activities for fiscal years 2027–2032.
  • Accountability and sanctions: It would require the President to impose asset blocks and U.S. visa bans on foreign persons the President determines knowingly directed or facilitated unlawful transfers or deportations of Ukrainian children, with narrow humanitarian and national-security waivers.
  • Information and outreach: It would fund at least $10 million per year to expand Radio Free Europe/Radio Liberty and Voice of America programming in Ukrainian, Balkan, Russian, and Tatar languages and to support jamming circumvention and surge broadcasts.

*This bill would increase federal spending by at least $25 million per year for fiscal years 2027–2032.*

Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Sanctions and UN action against Russia

If enacted, the President would have to sanction any foreign person the President determines knowingly helped transfer, deport, indoctrinate, or militarize Ukrainian children. Sanctions could block their property in the United States and ban them from receiving U.S. visas, with existing visas revoked. The President could waive sanctions for national security with at least 15 days' notice to Congress. The bill would also direct the U.S. Ambassador to the U.N. to veto Security Council resolutions that would absolve Russia of accountability for these acts.

Help finding and reuniting Ukrainian children

If enacted, the government would authorize at least $15 million per year from 2027 through 2032 to document, preserve evidence, and help locate, rescue, rehabilitate, and reunify Ukrainian children. Funds must come from National Security Investment Programs and may be used for a centralized, secure evidence database, documentation, accountability support, and assistance to civil society and government stakeholders. The Secretary of State would have to sign a formal agreement with civil society groups and the Ukrainian Ministry of Justice before spending database money and set protocols for integrity, security, and access. The Secretary would report to Congress within 180 days of enactment and then once a year for five years. The bill would define "Ukrainian children" to include children born in or living in Ukraine, even if later forced to take Russian citizenship.

More U.S. broadcasts to counter disinformation

If enacted, the government would authorize at least $10 million per year from 2027 through 2032 for surge programming in Ukrainian, Balkan, Russian, and Tatar language services of Radio Free Europe/Radio Liberty and Voice of America. The money would increase programming capacity and fund jamming-circumvention technology. The CEO of the U.S. Agency for Global Media would have to submit a detailed plan to Congress within 15 days of enactment.
