Passport Sanity Act
Sponsored By: Representative Roy, Chip [R-TX-21]
Introduced
Summary
Restricts federal travel and citizenship documents to only "male" or "female". This bill would bar the Department of State from issuing passports, passport cards, or Consular Reports of Birth Abroad with an "X" gender marker and require applications to offer only male or female.
Show full summary
- Nonbinary people would be unable to obtain an "X" gender marker on a U.S. passport, passport card, or Consular Report of Birth Abroad. This can create mismatches with other IDs and complicate travel and identification.
- Parents of U.S. citizens born abroad would see Consular Reports of Birth Abroad list only male or female, which determines how the child's federal record records sex.
- People who use an "X" on state or foreign IDs could face inconsistencies between those documents and their U.S. passport when proving identity or citizenship across borders.
