  • Researchers and conservation managers would get reference genomes and linked metadata to improve species identification, conservation planning, and enforcement actions.
  • Museums, universities, states, and nonprofits could receive funding and technical help to catalog vouchered specimens, collect or buy samples, do DNA extraction and sequencing, and must submit completed data to NCBI within 360 days.
  • Tribal governments retain sole authority to decide if and when genomes they sequence or provide are submitted for public release.
  • The public would gain broader access to genomes and metadata under FAIR data principles, including species, collection location and date, and sequencing methods.

*Authorizes $2.0 million per year from 2025 through 2031 to carry out the program.*

Aquatic DNA program and funding

If enacted, the Commerce Department would start a program to sequence aquatic species DNA with public and research partners. The program would collect samples, extract DNA, build reference genomes, and share data under FAIR data rules. Most data would be sent to the National Center for Biotechnology Information (NCBI) within 360 days after sequencing. Tribal Governments that provide or sequence samples would decide if and when to share their data. The bill would authorize $2 million each year from FY 2025 through FY 2031, subject to annual appropriations, and would take effect 180 days after enactment.
