Sponsored By: Representative Buchanan, Vern [R-FL-16]
In Committee
Summary
Independent NAS review of veteran suicides and prescription patterns would require the National Academies of Sciences, Engineering, and Medicine to analyze deaths among veterans who received VA care during a 5-year window. The study would catalog causes of death, demographics, toxicology (including black box and off-label drugs), diagnoses tied to prescriptions, concurrent medication use, use of first-line non-medication treatments, VA guideline and staffing practices, and coordination with states and local death-record systems.

Independent review of veteran deaths and prescribing
This bill would require the VA to ask the National Academies within 90 days to review veteran deaths. It would cover veterans who got VA care in the five years before enactment. The Academies would have 180 days after an agreement to finish and send the report to VA. VA would send it to Congress and post it publicly within 30 days after it arrives. The review would count suicides, violent deaths, and accidental deaths. It would list prescriptions and toxicology, including black box warnings and off-label use. It would compare therapy-first care versus medication-only care, and show how many were on multiple meds or none. It would flag VA sites with unusually high prescribing and suicide rates, and review state coordination on Medicaid and drug monitoring. VA would use the data to update clinical guidelines and staffing plans for mental health counselors and therapists.
