Remote WIC visits and mailed benefits

If enacted, State WIC agencies would have to offer certification, recertification, and nutrition-risk appointments both in person and by real-time remote methods like phone or video. Any appointment format would have to meet the Americans with Disabilities Act and section 504. Agencies would be allowed to mail or remotely issue food instruments, including electronic benefit transfer cards, so participants would not have to travel to a local office. Applicants who meet WIC income rules could be provisionally certified immediately, but the full nutrition risk evaluation would have to be completed within 90 days or certification could end. For non-in-person certifications, agencies would try to collect height and weight within 30 days and must collect them within 90 days.

Federal change to WIC regulations

If enacted, the Agriculture Secretary would be required to strike paragraph (4) from the WIC regulation at 7 C.F.R. §246.12(r). The bill does not say what operational effect that deletion would have for participants or local agencies. This is a regulatory change directed to the Secretary and would take effect when the bill becomes law.
