- Families and landowners: Farmland purchases would face new federal scrutiny when the buyer is from China, North Korea, Russia, or Iran and must be reported to the Secretary of Agriculture. This creates a defined path for the Committee to decide whether to open a formal review.
- Agricultural businesses and biotech firms: Deals that touch agriculture biotechnology or key industry infrastructure would include the Agriculture Secretary in CFIUS reviews, which could affect how mergers, investments, and sales are evaluated.
- Foreign purchasers from listed countries: Acquisitions by persons of the People’s Republic of China, the Democratic People’s Republic of Korea, the Russian Federation, or the Islamic Republic of Iran are treated as "reportable agricultural land transactions" and trigger the Committee's review process, with a sunset tied to removal from the 15 C.F.R. 791.4 foreign adversaries list.

Stronger checks on foreign farmland deals
This bill would tighten federal review of some foreign purchases of U.S. farmland and farm assets. The Agriculture Secretary would join the Committee on Foreign Investment in the United States for deals involving farm land, agriculture biotechnology, or farm transport, storage, or processing. If USDA flags a reportable farmland deal by a buyer from China, North Korea, Russia, or Iran, the committee would have to decide if it is a covered deal and whether to open a formal review or take another action. A deal is reportable when it must be filed with USDA under the Agricultural Foreign Investment Disclosure Act and USDA has reason to believe, using intelligence sources, that it is a covered transaction. This would take effect upon enactment, and the country-specific trigger would end if that country is removed from the foreign adversaries list in 15 C.F.R. 791.4.
