Standardized VA benefits briefing in pre-separation counseling. This bill would add a VA-reviewed, standardized presentation to Transition Assistance Program pre-separation counseling to explain veterans benefits and how veterans service organizations can help with claims.

  • Service members preparing to separate would get a consistent, VA-approved briefing on benefits and claims assistance. The session may not exceed one hour and must include how a veterans service organization can assist in filing a claim.
  • Veterans service organizations recognized under 38 U.S.C. § 5902 or individuals recognized under 38 U.S.C. § 5903 would be invited to participate where available, and the presentation may not encourage joining any particular VSO.
  • The Secretary of Veterans Affairs would review the presentation with VSOs and submit it to the House and Senate Veterans' Affairs committees at least 90 days before implementation.
  • The VA would must provide an annual report to the Armed Services and Veterans' Affairs committees listing participating VSOs, the number of service members who attended, and any recommended changes to the presentation.

Standard VA benefits talk before separation

If enacted, service members preparing to separate would get a standard VA benefits presentation during transition counseling. VA would review and approve it with help from veterans service organizations that assist with Benefits Delivery at Discharge claims. VA would send the presentation to the House and Senate Veterans’ Affairs committees at least 90 days before it starts. Where available, a recognized VSO representative or an authorized claims helper would join the session. The talk would explain how a VSO can help you file a VA claim. It could not push you to join any specific VSO and could not last more than one hour. At least once a year, VA would report to Congress which VSOs took part, how many members attended, and any recommended changes. This would take effect upon enactment.
