HR1888119th Congress

Nuclear Weapons Abolition and Conversion Act of 2025

Sponsored By: Representative Norton, Eleanor Holmes [D-DC-At Large]

Introduced

Summary

Abolish nuclear weapons and convert the U.S. nuclear weapons enterprise to climate, energy, and public needs. This bill would push the United States to sign the Treaty on the Prohibition of Nuclear Weapons and to ratify it when ratification would lead to verifiable elimination in every country. If the President certifies that all nuclear-armed countries have begun verifiable and irreversible elimination under that treaty, the bill would require transferring funding that is appropriated for nuclear weapons programs to climate and energy, human and infrastructure needs, and international engagement to promote these commitments.

Move nuclear weapons money to clean energy

If enacted, this would move only money already appropriated for U.S. nuclear weapons programs to civilian uses. It would start after the President tells Congress that all nuclear-armed countries have begun verifiable, irreversible elimination under a global treaty. The money could fund clean, renewable energy, convert weapons plants, and retrain nuclear workers. It could also support health care, housing, education, farming, and environmental cleanup, including long-term radioactive waste monitoring. Some funds could promote other countries to make similar shifts.
