Oil and gas operators could mix flows
If enacted, oil and gas operators could mix output from two or more sources before royalty measurement. The Interior Secretary would have to approve applications that meet the rules. Mixing could include federal, non‑federal, and non‑Indian sites, even with different owners or royalty rates. Applicants would need meters for each source, or an allocation method. That method must keep volume error within plus or minus 2 percent during production. Operators would have to report monthly. This aims to reduce surface disturbance and combine facilities.
