Show full summary
- Federal programs and agencies: Programs funded by nonsecurity discretionary accounts would face a pro rata reduction equal to the ‘‘excess growth percent’’ when total annual appropriations exceed the prior year by more than 1%. This cut applies to all nonsecurity discretionary budget authority provided in regular appropriation Acts.
- Timing and trigger: The rescission would take effect the day after appropriations are made available through September 30 of the applicable fiscal year. The measure defines ‘‘excess growth percent’’ as the percentage above 1% by which total annual appropriations exceed the previous year.
- Appropriations mechanics: The rule applies to annual regular appropriation Acts and to titles or continuing resolutions treated as such, so any qualifying increase in nonsecurity discretionary funding is automatically trimmed back on a pro rata basis.

Automatic cuts to nonsecurity spending
This bill would set automatic cuts to nonsecurity discretionary spending starting in fiscal year 2026. The cut would equal any growth in total federal appropriations above 1% compared to the prior year. It would be applied pro rata to each nonsecurity discretionary account the day after the government funds the full year through September 30. If enacted, this could reduce money for many domestic grants and services.
