Commission to study Irish American Museum

If enacted, this would create a 23-member commission to study a National Museum of Irish American History. Members would be named within 6 months: the President would pick 7 voting members; each House and Senate leader would pick 3 voting and 1 nonvoting member. The commission would plan how to set up and maintain a museum and study costs, sites, governance, Smithsonian ties, and effects on regional museums, then report to the President and Congress. It would also make a fundraising plan aimed at public donations and get an independent review; final reports would be due 24 months after its first meeting, and legislative recommendations 12 months later. It could hold a national conference within 18 months of member selection and would end 30 days after it submits its final reports.

Staffing, rules, and funding for commission

If enacted, the commission could hire an executive director and staff, with pay under temporary organization rules; staff would not be treated as federal employees. Commissioners would serve without pay but could receive standard travel per diem. The commission could accept gifts and donations to support its work. It would be exempt from the Federal Advisory Committee Act; agencies could provide technical help, but no federal employees could be assigned to it. The bill would authorize $2.1 million for the first fiscal year after enactment and $1.1 million for the second; Congress would still need to appropriate the money.
