Caza Ranches LLC and Department of Homeland Security Land Exchange Act of 2025

Sponsored By: Representative Leger Fernandez, Teresa [D-NM-3]

Introduced

Summary

Authorizes a land exchange between the Department of Homeland Security’s Federal Law Enforcement Training Centers and Caza Ranches LLC. It would swap about 160 acres of Federal land in Township 16 South, Range 25 East, Section 35 for about 160 acres of non‑Federal land in Township 17 South, Range 25 East, Section 4 near Artesia, New Mexico. The swap is triggered when Caza conveys clear title and the Secretary conveys the Federal parcel. Subsurface rights held by a third party are excluded. Exchange costs are split equally, the lands are deemed equal in value, and the acquired land becomes part of the Centers for training with adjusted boundaries and a map posted at DHS New Mexico headquarters.

DHS land swap with Caza

If enacted, this bill would allow the Department of Homeland Security to swap about 160 acres of Federal land in Artesia, New Mexico (Parcel 4-149-096-266-460) for about 160 acres of private land owned by Caza Ranches LLC (Parcel 4-147-097-132-132). The swap would occur only after Caza conveys full right, title, and interest and the Secretary accepts title. If accepted, the private land would become part of the Federal Law Enforcement Training Centers and could be used to build training structures, while the Centers' boundary would drop the exchanged Federal parcel. The Secretary and Caza would split exchange costs equally, the private title must meet Attorney General standards, the lands would be treated as equal value, and the Secretary must file the official map at DHS's New Mexico office.
