- Researchers, educators, and eligible small businesses would get access to on-premises and cloud compute, open-source environments, APIs, curated datasets, educational materials, and AI testbeds to support research and workforce development.
- The National Science Foundation would host a Program Management Office that selects a competitively chosen Operating Entity to run day-to-day operations, manage contracts, publish performance indicators, and hire staff for cyber infrastructure, data science, privacy, ethics, and legal oversight.
- Access and oversight rules would limit users to U.S.-based eligible entities including colleges, nonprofits, federal agencies, Federally Funded Research and Development Centers, and SBIR/STTR awardees, require NIST-based security tiers and conformance with National Security Presidential Memorandum 33, and permit a fee schedule with a free tier plus private donations to support operations.

Bill Overview
Analyzed Economic Effects
6 provisions identified: 3 benefits, 1 costs, 2 mixed.
Create a national AI research hub
If enacted, the bill would direct NSF to create the National Artificial Intelligence Research Resource (NAIRR) within one year, subject to appropriations. The NSF would set up a Program Management Office (PMO) and hire staff to run NAIRR. The PMO would run a competitive process to pick a nongovernmental Operating Entity to operate day-to-day functions. The PMO would check the operator at least yearly and could replace it for poor performance.
Privacy, ethics, and auditing rules
If enacted, the bill would require NAIRR to adopt application review rules, auditing, and oversight focused on privacy, ethics, safety, and trustworthiness. Federal statistical data audits would be done by designated statistical agencies with the Chief Statistician. The PMO would publish scientific integrity guidance, provide anonymous reporting channels, and set aside a significant share of compute time for projects about privacy and ethics, prioritizing them when demand is high.
Allow private donations to NAIRR
If enacted, the bill would let NAIRR accept donations of money, services, and property from the private sector to help carry out the program. This authority would apply upon enactment and is meant to supplement appropriated funds. Donations would be used to support NAIRR operations.
Minimum cybersecurity and access rules
If enacted, the bill would require the PMO to set minimum security rules for all NAIRR users consistent with the latest NIST Cybersecurity Framework. The PMO could add stricter, tiered security and user access controls for higher-risk users. The security rules must be set in consultation with OMB, NIST, and CISA.
Who can use NAIRR resources
If enacted, the bill would limit NAIRR access to U.S.-based researchers, educators, and students tied to eligible institutions. Eligible entities would include colleges, nonprofits, Executive agencies, FFRDCs, and small businesses that received Executive agency funding (including SBIR/STTR). People employed by certain foreign governments listed in law would be excluded. NSF and OSTP could designate other eligible categories after consultation.
NAIRR fees and free access rules
If enacted, the bill would let the PMO set a fee schedule for NAIRR access and allow the Operating Entity to charge only under that schedule. The fee rules would have to include a free tier funded by appropriations. The schedule could vary by user type and allow cost-based charges for extra resources. Fees collected could be kept to help run NAIRR.
